It goes further to say;

In light of Public Law 103-150’s shocking confession that the U.S. Government committed the international crime of conspiracy in overthrowing the lawful government of Hawaii, the question now becomes what happened to this government? No one would dispute whether the U.S. has controlled Hawaii since the overthrow; it has, by virtue of the crime of conspiracy.
