But in the end, physical security must take priority over economic issues. There are multiple ways to help develop Turkey's economy, not the least of which is Iraqi oil. Finally, Europe hardly acts or speaks with one voice even on economic matters. Turkey has much more room for maneuver with Europeans than with the United States.

Therefore, it is not helpful to speak of friendship or understanding in international relations. Geography and interests are much more useful. We are seeing a shift in how the international system works, with the only global superpower driving that shift. In the comparison between German and Turkish behavior, we are seeing the moving parts of the engine.
