What's more, retired U.S. military commanders dispute the military necessity of AP landmine use. In September 2001, eight retired senior commanders including Lt. General James Hollingsworth, a former commander of troops in Korea, urged President Bush to join the Mine Ban Treaty for military reasons.

In a letter to President Bush, they wrote: "Several of us are former commanders of elements of I-Corps (the joint U.S. and South Korean force), and believe that antipersonnel mines are not in any way critical or decisive in maintaining the peninsula's security."
