Modi's administration still faces bitter accusations that it allowed the violence to take place by failing to re-establish law and order quickly enough after Godhra. Survivors in some areas say police simply ignored their pleas for help or actually fired on victims.

Claims that Modi instructed officials, police, and politicians to look the other way have emerged recently. And there have also been reports that some of the mob leaders were activists belonging to the BJP or other related Hindu nationalist organisations.
