To date, most nations are uncooperative and do not see a reason for attacking Iraq, particularly since U.N. Secretary-General Kofi Annan’s negotiations are moving forward and former U.N. Inspector Scott Ritter - when speaking of the alleged “Weapons of Mass Destruction” - has said "Every single one of those facilities was subjected to repeated inspections and never did we detect anything to remotely suggest that these were involved in producing anything prohibited. There's nothing there. Nothing."
Even U.K. Prime Minister Tony Blair who often acts as if he were an American Provincial Governor, seems somewhat reluctant to escalate the war on Iraq.
None of this discourages the Bush Administration, however, and they seem intent on a war policy. This is in spite of the fact that according to the U.S. Constitution, only Congress has the right to declare war, not the Presidency.
Since the current Administration has steadily sought to undermine the U.S. Constitution, it should come as no surprise that it has litle regard for International Law. It is sad that the United Nations feels it necessary to follow suit.
