Through the efforts of the NGO’s, an international group came together to see how even more NGO’s can be reached to assure that more people will be heard, concerning water.
The participants also want a better and deeper discussion occurring in the 3rd World Water Forum, since the time allotted at the 2nd World Water Forum was too short.
The 3rd World Water Forum should be a place where the organisers will learn from the past and make this Water Conference a success. They have until 2003 to make this a reality.

Kyoto and Osaka will be the main stages for the 3rd World Water Forum in 2003.
In addition to having various discussions at the Kyoto International Conference Hall between all levels of society, Japan will also be featuring a Water Festival. The Water Festival will take place on the Biwa Lake and Yodo River, making it a real and unique interplay between water and society.
The main focus of the "Kick-off" meeting was, of course, to identify the important issues concerning water.
