Amendment 10 states: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”
The war itself carried great influence with those who wrote the Constitution, for they were careful to ensure that no future despot could ever bring the new nation to war, without the full consent of the people.
Article I, Section 8, of the U.S. Constitution states: “The Congress shall have Power … To declare War… To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two years; To provide and maintain a Navy; To make rules for the Government and Regulation of the land and naval Forces; …”
This has been modified, over the years to include Air and Space, but the clear intent of those who adopted the U.S. Constitution was that all military authority should vest in the Congress, those directly elected by the voting public.
It is also the duty of all American Citizens to be know their Constitution, “the supreme Law of the Land”.
The Constitution of the United states is a remarkable document and September 17, 2002 will mark its 215th year of existence. Hopefully, this date will also be celebrated, for without the Constitution, what is the United States ?
