Mr Gadd also admitted that the fans' propensity for blowing off improperly secured clothing from passers-by had resulted in "several incidents of alleged involuntary gross indecency, although it did attract a lot more visitors to the park opposite the local nursing college."

"stumbled"

To compound these early problems, efforts to enlist public support for the initiative have stumbled out of the gate, as the slogan "America Blows" has become fodder for late night chat show jokes. In an attempt to answer people's fears about the scheme and quash the growing scepticism, Dr Hugo Z Hackenbush, Government spokesman for Environmental Token Gestures released a brief statement. "To those that say the scheme will not work, I would ask them to consider chaos theory. Thus, if a butterfly flaps its wings in China today, there will be storms in Alabama tomorrow. If a butterfly can do that, just imagine the weather-borne chaos we're due after installing thousands of these things all the way from New England down to Cape Cod. Cagoule, anyone?"
