U.S. District Judge Royce Lamberth found that Norton and McCaleb engaged in litigation misconduct by failing to initiate the accounting ordered by the Court.

The Court has set a third contempt trial for Secretary Norton and Assistant Secretary McCaleb, commencing December 18, 2002.
