E.U. Job Centers in Africa, notes Israel Rafalovich

The European Union plans to set up immigration centers on the African continent in an attempt to control the flow of immigration across the Mediterranean.

The European Union also wants to set up a European patrol system in the Mediterranean in order to manage immigrant flows and will include a kind of a "rapid reaction" team of experts in order to help the local authorities to cope with the massive influxes of immigrants.

The proposed Job Centers in Africa will be set up with what is called "work mobility" packs for potential immigrants.

Under this scheme, African countries will inform the European Union of the number of potential immigrants and their qualifications; this will be similar to placement agencies.

The centers will be part of the agreement and the European Union will fund them. This will be worked out on a country by country basis and aims at making African countries take back illegal immigrants that are already on the continent.

The Job Centers plan is limited to Africa because earlier this year thousands of immigrants were ready to risk their lives to cross the Mediterranean from Africa, in order to get to Europe.

The proposals made by Mr. Franco Frattini, the European Commissioner for Justice and Home Affairs are likely to be controversial because some European Union member states see in it a kind of power grabbing on the side of the European Commission that would give the Commission power to negotiate on immigration quotas, something member states guard jealously.
