European Union leaders should use their summit with Russia this week to voice concerns about recent developments in Chechnya and neighboring Ingushetia, Human Rights Watch said. “We know the European Union has long been concerned about human rights abuses in Chechnya. But what’s really troubling is that it has consistently failed to impress upon its Russian counterparts the seriousness of these concerns.”
